Procurement Expert

Project: Vocational Education and Training Programme for Employment (IMEP-II)

Location: Ankara, Türkiye

Contract Duration: Up to 12 months, with possible extension

Background

The Vocational Education and Training Programme for Employment (IMEP-II) is implemented by Expertise France and EDUSER in cooperation with the Ministry of National Education and the Confederation of Turkish Tradesmen and Craftsmen (TESK), with the financial support of the European Union.

The Programme aims to improve access to sustainable livelihoods and formal employment opportunities for youth and vulnerable adults from both host communities and individuals under international and temporary protection by enhancing vocational skills in line with labour market needs.

To ensure the effective and compliant implementation of project activities, EDUSER is seeking a qualified Procurement Expert to manage procurement processes in accordance with EU and international procurement standards and applicable national legislation.

Objective of the Assignment

The Procurement Expert will be responsible for implementing and coordinating procurement activities under the project, ensuring transparency, efficiency, value for money, and full compliance with donor requirements, including EU procurement procedures and EDUSER internal regulations.

Key Responsibilities

  • Plan, coordinate, and manage procurement processes for services, supplies, and works in compliance with EU procurement rules, PRAG principles, grant agreement provisions, donor requirements and project procedures.
  • Prepare, review, and finalize tender dossiers, technical specifications, terms of reference, evaluation grids, contracts, and related procurement documentation.
  • Market research, cost estimation, and procurement planning exercises to ensure efficient and timely implementation of project activities.
  • Manage solicitation processes, including requests for quotations, competitive negotiated procedures, and tender procedures as applicable.
  • Provide technical guidance and support to evaluation committees and ensure the integrity, transparency, and confidentiality of evaluation processes.
  • Draft evaluation reports, contract award recommendations, and procurement documentation for approval.
  • Monitor procurement implementation schedules and contract performance, ensuring timely delivery of goods, services, and works.
  • Maintain complete and accurate procurement records and filing systems in accordance with donor and organizational requirements.
  • Ensure proper contract administration, including amendments, renewals, performance monitoring, supplier communication and contract closure.
  • Provide support for verifying supplier invoices and supporting documentation such as contract deliverables, etc. and coordinating payment processes with the Finance Department.
  • Support internal, external, and donor audits by providing procurement documentation, records, and explanations as required.
  • Prepare procurement plans, progress reports, and status updates for project management and donor reporting purposes.
  • Coordinate closely with technical experts, project staff, and beneficiaries to ensure procurement documents accurately reflect project requirements and technical needs.

Required

Education

  • Bachelor’s degree.
  • A postgraduate degree or recognized certification in procurement or contract management will be an asset.

General Professional Experience

  • 10 year professional experience in procurement, logistics, contract administration, or supply chain management.
  • Previous experience with international organizations, development agencies, NGOs, or donor-funded programmes/projects,
  • Experience in procurement compliance and documentation management.

Specific Professional Experience

  • Minimum 5 year experience in EU procurement procedures and principles,
  • Proven experience in preparing tender dossiers, conducting procurement procedures, and managing contracts.
  • Strong knowledge and experience of PRAG rules.

Skills and Competencies

  • Excellent analytical, negotiation, and contract management skills.
  • Ability to manage multiple procurement processes simultaneously and meet strict deadlines.
  • Excellent communication skills.

Languages

  • Fluency in English (written and spoken) is required.

 

 

Reporting and Deliverables

The expert will report to Programme Coordinator and will provide regular progress updates, including:

  • Draft and final versions of tender documents, evaluation reports, procurement plans, and other procurement-related documentation as required under the project.
