Procurement Expert for the EU Project “Vocational Education and Training Programme for Employment (IMEP 2)”

Project name: Vocational Education and Training Programme for Employment (IMEP 2)

Location: Ankara, project office

Duration: 2 months, full-time

  1. Background

The IMEP-2 Programme is implemented by Expertise France and EDUSER in cooperation with the Ministry of National Education and the Confederation of Turkish Tradesmen and Craftsmen, with the support of the European Union. VET4JOB-II aims to facilitate access to sustainable livelihoods and registered employment for both youth and vulnerable adults among individuals under international and temporary protection, as well as host communities in Türkiye, by supporting their vocational skills in line with labor market needs.

To ensure compliance with EU procurement standards and contribute to effective implementation of project activities, the services of a Procurement Expert is required.

  1. Objective of the Assignment

The Procurement Expert will be responsible for ensuring that all procurement activities within the project are carried out in accordance with EU rules and regulations (PRAG) and the applicable national legislation. The expert will provide technical support in preparing, launching, evaluating, and managing tenders and contracts for goods, services, and works.

  1. Scope of Work / Key Responsibilities

The key responsibilities of the Procurement Expert will include, but are not limited to:

  • Advising the project team and beneficiaries on EU procurement procedures and contractual obligations.
  • Preparing or reviewing tender dossiers for service, supply, and works contracts in line with EU PRAG.
  • Supporting evaluation committees, drafting evaluation reports, and ensuring documentation meets EU audit requirements.
  • Assisting in the preparation of procurement plans and monitoring their implementation;
  • Providing guidance on contract management, modifications, extensions, and closure in compliance with EU rules.
  • Contributing to the development of templates, checklists, and tools for procurement management.
  • Ensuring all procurement activities adhere to the principles of transparency, equal treatment, and value for money.                            

    4.Reporting and Deliverables   

    The expert will report to the Contract Management Expert and Programme Coordinator and will provide regular progress updates, including:

    • Draft and final versions of tender documents, evaluation reports, and procurement plans.

Qualifications & Skills

  • University degree in law, economics, public administration, business administration, management, or a related discipline.
  • A postgraduate degree or recognized certification in procurement or contract management will be an asset.

    Skills and Competencies:

    • Excellent understanding of EU Financial Regulation, PRAG, and procurement principles.
    • Strong analytical and drafting skills, with attention to detail and accuracy.
    • Proven ability to work effectively with public institutions and multidisciplinary teams.
    • Excellent communication, presentation, and interpersonal skills.
    • Proficiency in English (written and spoken).

General Professional Experience

  • At least 7 years of professional experience in procurement, contract management, or related fields.

  • Experience in EU-funded or other international donor-funded projects is required.

Specific Professional Experience

  • Minimum 3 years of experience in applying EU procurement rules and procedures (PRAG) or equivalent donor procurement systems.

  • Demonstrated experience in preparing tender dossiers, managing evaluation processes, and drafting contracts.

  • Experience in providing advisory or capacity-building support in procurement management.

  • Knowledge of national procurement legislation and alignment with EU standards will be an advantage.
